I think the issue is that there is a sense that some of the "Karens" don't punish people to protect others, they do it because they have authoritarian impulses and wish to virtue signal to boost their social status at the expense of others.

This is evident in situations in which there is a technical violation of the "rules" but where the actual risk is minimal. For example, when members of a family are walking together, if one of them has it they will likely soon all have it anyway.
