fine, but is preventing pandemics simply a matter of cash? The CCP behavior, putting political considerations above health, had a part in the Covid disaster. WHO politics also hindered the job they should do. You seem to be in the simplistic "throw money at the problem" mode.

I don't think that's what he's saying. He saying we weren't prepared because we couldn't find the motivation, time or money, despite the warnings. In hindsight, that was a terrible mistake because of the cost(s) of not doing so.
