I don't think that's mass unemployed kind of work - it's usually done by construction/engineering companies with experienced workers. But there are other things the unemployed could do: deliver groceries to the elderly, pick up garbage off streets, plant flowers and trees, etc.

Are we rolling safety and certification standards back to 1930s levels? Good luck taking people off the street and putting them on "shovel-ready" projects right away when you need a Class B commercial license to drive a dump truck, for instance.
