One weakness of 'civic nationalism' is that, in the absence of a unified culture, population, morality, or set of civilizational aspirations, the only thing that's really holding the country together is the economy. What happens to such a nation when the economy fails?

To be fair, the civic nationalist would say that what’s holding us together is not the economy, but devotion to a set of documents and institutions. Of course, COVID-19 is starting to erode their legitimacy...
That devotion to documents may prove paper-thin if unemployment hits 25%

I suspect that’s right. But it will depend upon the duration of the unemployment and the quality of relief efforts. I am not optimistic about either.

Congress just incentivized staying unemployed for the first four months of eligibility. Benefits will exceed the pay from the former job.
