I thought the IRS could do direct deposit to most people's bank accounts pretty much instantly, e.g. for tax refunds. Why not use that mechanism for most of this? Why 'checks'?

But that still takes a few weeks. The gov’t can take money in an instant (back taxes, garnishment), why can’t they direct deposit in a matter of a few hours, days at most. Why weeks?
