Legislation in a time of coronavirus: My heuristic is, gov'ts shouldn't pass any bills longer than 3,000 words, and their provisions shouldn't last any longer than 3 months. Keep it simple & short. Pass new legislation later if needed.

Yes. Modularize as much as possible (while keeping things systemically sound), and make crisis-related bills temporary. But also bail out the bottom this time, not (just) the top. Both sides get a D+ so far.

GA's constitution prohibits omnibus bills. I think most states' constitutions do. A thousand page law isn't even a law; it's just a minefield to deploy against political opponents. Anarcho-tyranny.
