Test test test, trace, isolate the infected so you dont have to lockdown the entire population & destroy the economy. South Korea showed us how. Any lockdown should only be long enough to get widespread testing in place, weeks at the most.

I remember, at the time, asking--why aren't we putting in quarantine people who come back from Wuhan/China. The answer was: this is too expensive. Now it looks so cheap!
