Maybe, but in, e.g. Sweden the response has largely been expert-led. I agree with Rob that lack of global coordination is a major cause of the pandemic.
Breakup of USSR in 1989 marked a point when deep weaknesses of communism suddenly became common knowledge. Covid-19 might be seen in retrospect as revealing deep weaknesses of certain varieties of partisan democracy.

I would say that it depends on if we learn from this crisis and make radical systemic changes. Covid-19 will be considered more significant than any event in the last 100 years if it is the reason why we survive a future (inevitable) pandemic that poses an existential threat.
