If spending the dollars on that made them feel uncomfortable, they should just call it defense against bioterrorism and asymmetric warfare, then make the planning adaptable for pandemics.

Not sure what could be done. Isolating cases is really the key, and this is a delicate balance relative to the economy, personal liberty, etc. I suppose a strategic stockpile of PPE would have been sensible, but the amount needed is sort of staggering with 16M healthcare workers.

It probably needs massive investment in technologies to produce vaccines quickly. I've seen estimates of 18 months to mass produce a vaccine for Corona. It needs a step change like the one we saw for the human genome (13 years to 2 days, $2bn to $1k)
