The US Constitution guarantees freedom of religion, freedom of assembly, & freedom of speech. During a pandemic, should the government ever use the police/military to prevent mass gatherings in churches or political rallies?

I dunno about freedom to assemble, but adults diagnosed with nCoV who go directly to large business conferences have to be guilty of some kind of reckless endangerment.
