      A pandemic seems a good time for congestion pricing. Instead of having crude rules closing schools, stores, etc., add fees to increase the price of traveling to interact with others.

      You could argue that on top of taxing international flights for climate change reasons, you should also tax it because it increases the risk of a pandemic. Another externality, though I'm unsure how large it is, and how large such a tax should be.

      This is a very good idea and EA folks should write more about it. Price the pandemic risk externalities into the price of international air travel.

          1/2 International travel already expensive. What tax would you suggest? Conceivable there are also positive externalities to international travel like increasing tolerance, decreasing xenophobia. Hard to know if making international travel harder for lower incomes is good overall

          Negative externality of pandemic risk is easier to measure because we have good data. Harder to quantify potential positive externalities.
