Long enough quarantine means utility workers can't get to work. They'll say shut down utilities to prevent damage. This is extremely unlikely, but $35 to prepare for extremely unlikely isn't bad.

A filter won't help if the water supply fails -- unless you're near a well, stream, or lake. Need to save the actual water.
