Theres nothing new about this theory to anyone who has been hip to "conspiracy" theory lit. The civil rights act is an outgrowth of the 14th amendment used to nullify most of the bill of rights which was a limit on the Imperial aims of the federalists. They believe the bankers

The bill of rights was an anti federalist anti central govt limit put on the constitution and they believe the civil war was about overthrowing it. The civil rights act was an extension of the 14th amendment which itself overthrew the 1st amendment.
