Income taxes discourage work, & fertility should be encouraged if civilization is to persist. Apparently # of kids often set by short stressful periods when parents just can't handle more. I'm thinking about loud here, but doesn't this all suggest subsidizing child care?

There is a childcare subsidy program for poor ppl already. I would suggest really steep tax breaks for married couples with kids. That encourages families, work & a much greater break for head of household encourages single income with mom/dad at home for childcare.
I agree that research would be valuable once the world becomes rich enough to reach average sub replacement levels, but why is it valuable before then?

Why do we need pronatatalist policies when we're going from industrial to postindustrial soceity? In the postindustrial society fewer and fewer will get jobs, higher and higher cognitive skills required. (The 2,1 child/woman is an agrarian and welfare state absolute necessity).
You still need consumers to drive demand. Cities also definitely decline with population.
You don't want to life in a country that implements "pronatalist policies" based on ivory tower research.
Find out what works, then do the exact opposite. Reproduction is the direct and purposeful causing of future suffering on the part of the unwilling child.
