Successful societies are those that believe in the potential of regular people. Unsuccessful societies are those that believe large portions of their populations are useless trash.

Also, successful societies have some meritocracy that recognizes variance in ability, and that can sort people into positions of power & responsibility depending on ability.

Yes, ideally without denigrating those on the bottom. This can be a difficult balance, probably achieved in 1960s Japan but not really after 1973.
