We _barely_ managed to control nuclear proliferation over the last 70 years, and it's much easier to track plutonium than to track bioweapons or bad AI. Global governance of existential risks is _the_ bottleneck for human survival into the 22nd century.
Tribal competition is part of the species, it's how we got here, and realistically it can't be removed. Attempting to force a "global mono tribe" would be an existential risk, in itself.
The world must return to a dual-power world order. The fall of the Soviet Union was the worst thing to ever happen to United States. Unipolarity is corrupting to the superpower, and a multipolar world order is too unstable. Organized sports have two competing teams for a reason.
The two things aren't exclusive either.

Trying to force global governance of anything may be an existential risk in-&-of itself. Perhaps it's better to convince multiple tribes, than try to subjugate them.
