That's a practical argument, not a principled argument.

It is a principled argument. Some people are not competent enough to be allowed to vote. We do not want to be intrusive enough to ascertain competence for everyone, so we set an arbitrary boundary instead, that blocks very few of the competent, even if it allows the incompetent.
