By "parental investment" you mean K-12 or equiv. that everyone gets irrespective of their socioeconomic status? Apologies, but our personal intellectual capabilities aren't a social construct. Achievement is also a function of capability + effort vs time and nothing more.

Math skills and IQ are not the same. I score about 145 on analytic IQ but just above average on math. My general IQ is about 120. You have to be specifically good at math to move into the stem fields. The charts above show corelation math/stem and not IQ/stem.
