Probably the 'If you build it, they will come' fallacy. Good city planners understand that you need a certain 'critical mass' of activity along a route before you should consider a train. Typically the point where traffic is heavy & parking lots r being converted to developments

People won't ride mass transit if driving is more convenient. Density tends to make driving inconvenient due to disappearing parking and traffic.
