Isnt that true of all social norms? In that sense isn’t organized religion first a set of codified norms with supernatural authority behind it and a class of society charged with enforcing them?

Scholars in this field often argue that religion helps solve the evolutionary problem of cooperation among genetically unrelated individuals. If genetic relatedness is how you define in/out group then the answer to your question would be yes.
