In principle, yes. In practice, it's hard to think of a good example.

I believe he means rich, yes they should have slightly more wealth but most politicians dont start as millionaires but end up as millionaires.

A good example would be the Asian tigers, that became rich in very little time thanks to good policies and competent public workers

Trump is not really an example, but he is exemplary of how it should be. George Washington and Trump both took massive financial hits to do what the believe to be right. Trump could be on his yacht somewhere surrounded by media and entertainment sycophants right now on his dime.
