If someone emerges from public service richer than when they entered public service, they probably weren't serving the public.

I have the opposite intuition. It’d be hard to get accurate stats on something like this. If a persons first occupation is a public position, clearly they’ll be wealthier once they leave. Another example, say public defenders, become wealthier as they aide the public
