Bay Area housing: not enough of it; insanely expensive. Rancho Corral de Tierra along Highway 280: colossal amount of land, the size of San Francisco, could house millions. Still undeveloped. Why?

I suspect its more a function of the source of money. If the money well springs up only in a very localized area, those that have greater access to the well can outbid those that have limited access.
