She did qualify it w/ 'loyal' allies.. Turkey is a fickle ally at best, has recently turned toward authoritarianism, and is widely understood to be seriously considering a withdrawal from NATO altogether.

I wouldn't cut ties that quickly. Tepid ally as they might be, Turkey continues to be an important strategic partner in the region (AFB-Incirlik). Better for Turkey to be only partially aligned with the U.S./West rather than fully aligned with Russia and Iran.
