A researcher spends ~116 hrs applying for each federal grant. Do grant applications need to be so long? If I were head of NSF/NIH I'd try a pilot w/applications that take only ~8 hrs, then see if the research it funds turns out any less valuable than normal. Has that been tried?
Apart from the time costs, there's the morale costs. 116 hours for a grant proposal with a 6% chance of funding results in 94% of applicants feeling bad for months afterwards, and feeling alienated from the science game.
Being reviewed by overconfident non-experts under time pressure generally also doesn't motivate people.
