Language or violence. Diplomacy or war. If you reduce the ability of heads of state to talk to each other candidly, for fear of conversations being made public later, you inhibit language. You inhibit diplomacy. You increase the risk of war. Is that really what we want?

Should there be no checks on ill-intent heads of state conspiring to oppress or wage war in secrecy? Argument goes both ways.

If you have a concrete solution for how to impose checks & balances on diplomatic communication, without inhibiting the kinds of bluffing, back-scratching, and back-channeling that are crucial to peace, and that are crucial to everything the State Department does, I'm all ears.

if I recall the White House released the "summary". Seems we would not have comms problem you correctly identify if the complaint was sent to the appropriate committee in congress. Avoiding this & similar issues seems to have been why the law was written the way it was.

Discretion is there. Lots of it. When you suck so bad that your own staff rats you out (a prescreened, ideologically boxed staff at that) then it’s not about discretion. Call it a check and balance. And there is a reason we have Senatorial oversight of FP
