Can't answer. On the one hand, I think it's an F in consideration of its epidemic idiocy. On the other hand, I think it's an A in terms of its robustness to epidemic idiocy. (It's a wonder the entire edifice didn't implode long ago.)
By 'robust' do you mean the nation hasn't collapsed into anarchy quite yet, or that the gov't robustly delivers good policies and services?
