Can't answer. On the one hand, I think it's an F in consideration of its epidemic idiocy. On the other hand, I think it's an A in terms of its robustness to epidemic idiocy. (It's a wonder the entire edifice didn't implode long ago.)

By 'robust' do you mean the nation hasn't collapsed into anarchy quite yet, or that the gov't robustly delivers good policies and services?

The gridlock is
-- a feature, not a bug-- but hasn't been enough effective gridlock over time to illustrate intended levels & all-too-often ways around it.
That said, it's longest living in the world & relatively kept collectivist hordes at bay.

Agreed on all three. As for point 1 - there is a book about that titled "The Administrative State", and also - Unmasking the Administrative State: The Crisis of American Politics in the Twenty-First Century
