I’d suggest it is entirely reasonable that there is an optimal level of phenotypical gen-to-gen random error for any given environmental niche (which includes size of niche, etc). But seems unlikely to include something to constrain phenotypic parameters of randomness..

FWIW: good summary (albeit 20 yrs old) of some of args environmental stress may increase phenotype variation, either via gene mutation or greater noise in gene translation to phenotype.
