No. Virtue-signaling can be genuine but misguided, as I've argued in my book on the topic.

It's an assessment of motivation. Is the intent really to be "virtuous" (to the extent you believe "virtue" exists in these matters...and I'm not sure I do)? Or is the intent to position one's self on the "right side" of an issue to leverage other personal gains.
