There are toxic substances which don't make it through a filter but are [re]inhaled by anyone in the vicinity - including the smoker. "Second hand smoke" is a (probably deliberate) word substitution for "side-stream smoke" designed to emphasize the victimization of bystanders.

I'd pay a lot for a solution. Teaching a mixed classroom is a nightmare. I'm constantly ordering the boys around for leaving their seats while I leave the girls alone because they're working quietly. I'm yet to see a solution within bounds of current system.
