Should admission to academic institutions be based purely on academic merit (ability & achievement)?

Graduation should be based on merit. Admission should be open to everyone who thinks they can handle it and, where applicable, can afford it.
So then Harvard accepts everyone willing to pay $2 million a year? That's how supply and demand would work.

I don't know why anyone would pay that much but sure, why not? Anyway I was mainly thinking of more normal universities, which would have lower prices and the government could cover some or all of it.
