Should admission to academic institutions be based purely on academic merit (ability & achievement)?

At private institutions, they can do what they want. It’s like a country club, they get to pick.
I was asking what they _should_ do, not what they're legally obligated to do

Even in that case I’m not sure test scores tell the whole tale. If a kid creates a cool video game or writes and interesting article, it makes sense to take that into consideration. Should their be naked racial preferences? probably not
