Should admission to academic institutions be based purely on academic merit (ability & achievement)?

Ability and achievement would have to be defined more clearly, and how such achievement was attained would also be a factor for me before I could take a hard stance.
For college admissions, this would be standardized test scores and high school grades.

I’m not certain I would go with those alone; however, at current I would agree with your assessment with the caveat that we continue to refine our methods, to insure that the tests are practically significant and that situational factors are accounted for at least in part.
