Yes, in principle. In practice, most other policies (whether considered 'population policies' or not) have anticipated or unanticipated side-effects on mating, parenting, and family formation.

The "population policy" is easy to work out: it's a matter of selecting for the demographics that further your *political objectives*, and declaring it immoral ("racist") or sinful ("privileged") when the opposition does likewise. The official term for this is "diversity".pic.twitter.com/mRsEDzuGWu

The US has means tested public assistance and tax policy which gives a discount for children. Whether or not the intent is incentivize having children, that's exactly what we do. For unmarried couples with two or more children, there is a strong incentive to live apart.
