If you want a small government you need a big culture with a lot of ways to check people’s behavior.
And you need enough homogeneity of attitudes, values, and cultural background that informal social norms can police behavior as effectively as a coercive state can.

This itself can descend into a form of mob tyranny. You are basically arguing that people get along without government when they think the same. It’s a tautology. The real issue is how to form a system which allows people who despise each other in principle to get along.
