Many public universities (which are arms of the state) now require candidates for faculty positions to pledge their 'commitment to the values of equity, diversity, & inclusion'. Is this an unconstitutional form of 'compelled speech' (a political litmus test)?

So they are subject to constitutional law, as opposed to private entities which aren't. That hardly makes them arms of the state. Being subject to the constitution does not make a university a subsidiary instrument of the state. Its an obvious distinction
