Many public universities (which are arms of the state) now require candidates for faculty positions to pledge their 'commitment to the values of equity, diversity, & inclusion'. Is this an unconstitutional form of 'compelled speech' (a political litmus test)?

Agree. Though your use of "ethics", "responsible", "neutral", and "professional" could easily be used to smuggle in assumptions of a more overtly political nature (e.g., does "responsible treatment" assume "respect" of any variant of a subject's identity?)
