The whole article is about how geoengineering can address a limited subset of climate change issues and how the researchers themselves are mostly ambivalent about it but feel an urgency to do something. Why oversell it as a solution?

Wouldn't that approach increase the risk of slowing down emissions reduction? And, in effect, exacerbating the problem in a couple of decades?

I’m not an expert but it may be that that nations have to make their way through a certain amount of dirty industrial revolution before reducing emissions is economical. The case has been made that speeding them through it is actually better in the long run.
