    'Conspiracies' don't usually require much explicit communication. They only require convergent interests that are mutually understood by people who have more power than conscience.

        That kind of gets to "Gruber's Corollary" to Hanlon's Razor: "Never ascribe to conspiracy what can be adequately explained by systemic incentives." I think you're describing the half-state between active conspiracy and incentives without comms. Maybe we need a different term.

        Yes. For example, there isn't an "I" because DNA held covert meetings. It's just that evolution found identity makes us better survival machines, serving the convergent interests of all those little strands.

        Put another way, DNA doesn't know from "I", but from the shared inerests in persistence of organisms' DNA an "I" arose.

        The line between conspiracy and emergence is hard to draw. If all parties are sufficiently aware of each other's strong incentives, time horizon, and the implementation requires little collaboration, you may get an unspoken conspiracy. This impl seems complex tho...

        Very astute observation! Groupthink, in-group behaviour and aligned interests can cause individuals to act in a way that looks like a conspiracy, even if it is never explicitly planned. I think this is a likely explanation for things like US military interventionism etc.

        Conspiracy making may actually start out as more benign than that. In a complex world, give the average person the choice of 1. A simple convenient solution or 2. A solution that takes into account complexity (the system, root causes, history) Most will choose option 1.
