To be fair, Tulsi didn't directly say anything about "toppling" them in any way. She said "diplomacy" which is fine, but in reality pretty much always translates to negotiating with lunatic regimes. Most of the time while they move along with their efforts regardless.
In a nut shell, there's a fundamental difference here. One side thinks you can "diplomacy" lunacy out of any regime, the other thinks you can't.
