PS saying 'it's not _really_ virtue if it's signaled' is like saying 'it's not really athleticism if you win races' or 'it's not really intelligence if you score high on IQ tests'...

It means you are saying “right-on” things while not actually doing anything about it, so it is bad.
Usually when i hear that, i assume the person meant "cheap virtue signaling" virtue signaling by itself is not a problem, cheap one is to be avoided.
