The young tend to be violent revolutionaries (Reign of Terror, Hitler Youth, Mao's Cultural Revolutionaries). The old tend to be skeptical reactionaries.

Are we sure that it's not just that the young are more vocal or even just physically able to engage in revolution? If their views don't differ in this regard, merely their outspokenness, you might want to give the potential insurgents more votes so they don't rebel.
