Are the incentives any worse than publish-or-perish if the peer review standards are suspect?
Peer review distorts scientific content less than the drive to develop an inspiring corporate-friendly 'personal brand' as a scientist.

Why do you think? And isn't the dragging that Amy Cuddy received for instance a strong disincentive from bad work and from going very public with any work?

The crucial piece here IMO is 'uplifting messages'. Trophy possibility for everyone.
