Should a nation's census be allowed to ask about the citizenship status of people within its borders?

Geoffrey, Is the point of census to count citizens, or people living in the country? If you include a citizenship question, it will deter non-citizens from participating and results will be inaccurate. This is why the 5-4 decision is unsurprising.
