Geoffrey, Is the point of census to count citizens, or people living in the country? If you include a citizenship question, it will deter non-citizens from participating and results will be inaccurate. This is why the 5-4 decision is unsurprising.

Of course. Citizens are the members in good standing of the State and the only people who should be counted in districting & apportionment. Everybody else is a temporary guest. If the State does not consider citizenship of any special merit, then the State should be dissolved.

Why? The government has a dozen ways to track citizenship. The census count is only for congressional representation. In our society congress represents the people in the district not just citizens. It’s a question with absolutely no utility.
