It's a bit late for that. Policies have pervasively had the character of bribes since the New Deal. One could argue this was true before the New Deal, but the prior examples were piecemeal. With the New Deal, the approach was scaled to mass politics.

"Policies" follow from corporate/special interest bribes concentrated on politicians and "bribes" flow from politicians for votes, which allow them to earn more bribes.
