It was from 17th century English insurance companies, but the game theory perspective is the most illuminating IMHO.

I've published on this. Moral hazard ain't morale hazard. It's typically used incorrectly. Moral = malfeasance (burning an insured asset). Morale = recklessness (no batteries in smoke alarm)
