I am still trying to figure out why anyone even asks John Bolton what time it is let alone listens to his opinion on policy.

Because institutions win - as bad as neocons are they're acceptable enough to be allowed to have organizations that can provide staff when a new administration needs staff.

Congress still has neo-cons and neo-libs and no “good” foreign policy school teaches anything, but the bipartisan consensus on warmongering since at least Kennedy. I’d be shocked if one could get the qualifications to have the job without decades of indoctrination.

The problem with what you're saying, Geoffrey is this: the neocons aren't the only one saying this. Their greatest opponents on the right, the Counter-jihad movement, say the same thing. They are the ones who have been right all along, but you haven't read them.
