In military speak, “kinetic action “ conveys more information than “deadly force”. The “deadly” part is assumed in all military actions.

I've noticed the proliferation of that euphemism "kinetic" lately. I'm not sure it's completely new but I don't remember ever seeing it more than a few months ago. It's annoying as hell. I've seen it used to describe an Israeli "kinetic response" to some alleged hacking.
